Promoting  SMEs through Television Documentary and Discussion

SMEs play a key role in transition and developing countries. These firms typically account for more than 90% of all firms outside the agricultural sector, constitute a major source of employment and generate significant domestic and export earnings. As such, SME development emerges as a key instrument in poverty reduction efforts. Globalization and trade liberalization have ushered in new opportunities as well as challenges for SMEs

Presently, only a small part of the SME sector is able to identify and exploit these opportunities and deal with the challenges. The majority of SMEs, however, has been less able or unable to exploit the benefits of globalization and, to add to the situation, is frequently under pressure on the local or domestic markets from cheaper imports and foreign competition. A major objective of work to promote the development of the SME sector is therefore to change the balance between these two groups of SMEs and to equip SMEs to better meet the challenges of globalization and to benefit from its opportunities.


 

SMEs, due to their size, are particularly constrained by non-competitive real exchange rates, limited access to finance, cumbersome bureaucratic procedures in setting up, operating and growing a business, poor state of infrastructure and lack of effective institutional structures. The removal of these constraints is a daunting task calling for holistic SME support, i.e. an enabling environment for SME development consisting of functioning macro, meso and micro level institutions.

ChangeMaker plans to address the issues relating to promotion of SMEs through using the electronic media. ChangeMaker would develop in-depth documentaries on priority subsectors showing the constraints and opportunities that the value-chain actors face and would also demonstrate possible ways to address them. After each documentary, a round-table discussion will be held with value-chain members and representatives from service providers, government organizations, large enterprises, enterprise development practitioners, etc., to discuss the sustainable solutions to the problems. Since the TV documentaries would be viewed by wide cross section of people all over the country, unique opportunity can be opened-up for the SMEs to connect with the broader stakeholders (government, policy makers, policy researchers, large enterprises, the experts) effectively and efficiently and provide numerous benefits to the SMEs. The program can high light market information, knowledge, expert opinion, consultation, resource data-base, contacts, regulations, linkages, best practices, etc., as felt by the SMEs. It is expected that the TV documentaries would be able to attract private investors to invest in the service markets in a profitable way thus serving the SMEs. The documentaries would also provide valuable information to the SMEs and subsector value-chain members about the market, shift in consumer preference, improved appropriate technologies, product development, quality standards, potential markets both at home and abroad, policy issues, sources of finance, R&D, etc.

The project is expected to attract sponsors after 5-6 programs and could sustain in the future.

 

 

Key Objective of the TV Documentary and Discussion Program

The TV program would high light various constraints and opportunities that plague the SMEs. It can quickly high light these to a wide cross-section of people including policy makers, researchers, civil society, investors, large enterprises who might see opportunities in developing linkage with SMEs:

1.      To effectively and efficiently touch upon cross-cutting strategies on many areas (e.g. ability of governments to implement sound macroeconomic policies, capability of stakeholders to develop conducive microeconomic business environments, inter alia, through simplified legal and regulatory frameworks, good governance, abundant and accessible finance, suitable infrastructure, supportive education, sufficiently healthy and flexibly skilled labor as well as capable public and private institutions, and the ability of SMEs to implement competitive operating practices and business strategies).

2.      To effectively integrate the broader stakeholders in the SME promotion by demonstrating the contribution of SMEs in the national development strategy and/or poverty reduction and growth strategy.

3.      To facilitate dialogue and partnerships between the stakeholders (public sector, private sector and civil society) could foster ownership of these strategies, engenders them more implementable (by better addressing SME needs), making them politically and economically credible, and sustainable.

4.      To facilitate access and integration into local, national, and global markets which requires substantial investments in sustainable institutional and physical infrastructure development and service delivery to SMEs in all areas, including those that are rural and/or remote. Continued dialogue and partnerships between stakeholders into implementation and review of supportive measures, particularly, those related to capacity building in executing institutions, might yield improved outcomes.

5.      To facilitate women’s ability to participate in SME development.

6.      To prepare the SMEs to respond quickly and efficiently to national and international market signals to take advantage of trade and investment opportunities and reap the benefits of the national and international trading systems.

7.      To influence financial institutions to construct profitable SME lending programs

8.      To facilitate the provisions of critical business support services to the SMEs, by demonstrating best practices and information sharing on market situations, product and process information, accounting practices, market analyses and research, legal advice, transportation, express delivery, advertising, etc.

9.      To influence policies and strategy for export development and promotion.

10.  To improve the flow of information.

11.  To help the SMEs/suppliers identify needs and then to access the public and private support services they need.

12.  To facilitate improved supply chain and cluster initiatives.

13.  To facilitate appropriate infrastructure for SME suppliers

14.  To facilitate more productive public-private partnerships.

15.  To improving policy coherence on SMEs
